President Ronald Reagan presented founders of the Mathews-Dickey Boys' Club, Hubert Dickey Ballantine (L) and Martin Mathews the Presidential Citizens Medal at ceremonies in St. Louis, Mo. Mathews Dickey recently moved into a new $1.85 million quarters, all of the funds coming from private sources. President Reagan praised the club members for the ability to build the club without federal or state funding.
